Waldo's E-ticket system doesn't replace FOResT

Maine's Forest Online Resource Tool (FOResT) is the state's authoritative system for Forest Operations Notifications. Waldo carries the FON number on every ticket — it does not replace FOResT, connect to it, or share data with it.

There is no technical integration between the two systems. The FON number is entered manually when a job is set up. Everything else in FOResT works exactly as it did before.
